ConsultEcon staff have broadly based experience in evaluating market, economic and financial aspects of economic development projects. These include area-wide strategies, district plans, and site master plans, as well as individual development projects and redevelopment and reuse plans.  We often work in multidisciplinary teams that might include planners, architects, landscape architects, engineers, and/or public outreach specialists.

 

Community Redevelopment

Main Street Birmingham:  Birmingham, Alabama
Evaluated Birmingham’s nine neighborhood commercial districts for Main Street Birmingham, Inc.  First, the study reviewed and ranked the nine districts for targeted investment based on market analysis.  Second, we evaluated the potential for arts-based economic development, based on review of best practices in other communities nationwide.


Evans & Rosedale Neighborhood Revitalization: 
Ft. Worth, Texas
Prepared an economic and redevelopment plan for this historic neighborhood in Ft. Worth, Texas.  We worked with a planning team and prepared market support studies for neighborhood retail development, housing and supportive community facilities and recreational infrastructure.


New Haven Waterfront Master Plan: 
New Haven, Connecticut
We worked as part of a team to develop a waterfront master plan for New Haven.  This work included evaluating retail, entertainment, hotel and residential uses.


Heritage Area and Waterfront Revitalization Strategy:  Wheeling, West Virginia
Work on this project included feasibility, planning and financial analysis for a number of phases of Wheeling’s revitalization process.  Our responsibilities included development of a revitalization strategy, analysis of a new multi-modal transportation center and parking garage, mini-feasibility studies for downtown projects and analysis of a new waterfront park.  We also identified potential revenue and funding sources, and provided input into operating/ financial projections and organizational structures.


Riverfront Master Plan: 
North Augusta, South Carolina
As part of a multi-disciplinary planning team, we evaluated alternative approaches to developing a major flood plain area.  Uses under consideration included: residential, commercial, golf course, marina and conference center.  Issues addressed included market support, infrastructure funding, cost benefit analysis, fiscal and economic impacts, and alternative funding strategies including tax increment financing (TIF).


Commercial Area Market Study: 
Tiverton, Rhode Island
Evaluated a commercial district and residential area in the north end of the Town of Tiverton, RI for the Town and a local task force.  We analyzed site-related conditions such as traffic, business conditions, parking, tax implications of the location adjacent to the Rhode Island Massachusetts border, adequacy of infrastructure and other relevant site issues.  We identified the primary and secondary market areas for the project, and estimated spending potential by category.  Our recommendations included needed physical improvements, redevelopment strategy and target retail and commercial types as well as implementation measures.


Economic Development Strategy:  Pittsfield, Massachusetts
Prepared an economic development strategy for the central area of Pittsfield, MA, working with an architectural firm.  Uses evaluated included service, retail, industrial and public land uses.  This work included a number of citizen workshops and resulted in a development strategy consistent with community capabilities.  Follow up work included a comprehensive tourism development strategy for Pittsfield.


Regional Creative Economy Action Plan: 
Salem, Massachusetts
Conducted a market analysis of the creative economy in order to help develop an action plan to expand the sector in 28 towns that comprise the North Shore in Massachusetts. We also administered focus groups and conducted a survey to inform recommendations. Our work within this multidisciplinary team resulted in development of a business recruitment plan, an outreach and communication plan, and a program development plan, including specific recommendations for products and services that would appeal to creative economy companies on the North Shore.
